Approaches
Moving from concept and plan to implementation requires some thinking, not just of what to do but how to do it. The same can be said of the dialectic between plan and actual implementation - the moving back and to between what should be done and how to do it. In other words, there is a one-time and one-way movement from plan to action and implementation, as implementation of a project begins. Then, throughout implementation there is a continual movement back and forth between the plans and action in the field.
The approaches to a project, meaning approaches to how to understand a plan as well as approaches to how to operationalize it, is one step along the way towards implementation.
