The approach to staffing follows from Supras’ Organization. The close collaboration between Supras and the Community-Based Natural Resource Management Network (CBNRM Net), that Supras is involved in managing through the affiliated non-profit CBNRM Networking, is important for its strategy towards staffing (CBNRM Net is a global community of practice for administrators, funders, managers, practitioners, and researchers that work in developing countries and countries in transition).

Being a small company, and with interests, capabilities and expertise in several areas and geographic locations, the standard operating procedure is to hire in people for specific assignments. Increasingly relevant expertise is available in developing countries and countries in transition, and Supras has a global network of contacts and collaborators to draw upon for this purpose. In addition, Supras draws on a roster consisting of the more than 500 members of CBNRM Net.

Reasons for using local consultants include: (1) capacity building, (2) the need to secure more permanent ties with relevant local expertise, and (3) logistics given that Supras is based in Norway while activities often are located in developing countries and countries in transition. At this time: Lars is working on, among others, integrated social and environmental planning in Bulgaria and Romania.
Description: Lars is trained as an anthropologist. He works on social and institutional analyses in natural resource mgmt., legal reform, institution building, knowledge mgmt., monitoring and evaluation, and strategic communication. His theoretical and applied interests in development cooperation are in the areas of coastal zone mgmt., common property resource mgmt., community-based natural resource mgmt. (CBNRM), fisheries, ICTs and development, participatory approaches, rangeland mgmt., social assessment, and training and capacity-building. Former employers include the Rural and Health Development Center Foundation (a Bangladeshi NGO), Sida, University of Zurich, and World Bank. He has consulted widely in Eastern Europe, the Horn of Africa, South Asia, Southeast Asia, and West and Central Africa for, among others, FAO, IFAD, IFC, Norad, Sida, UNDP, UNOPS, and World Bank. Lars is the Founder and Coordinator of the Community-Based Natural Resource Management Network (CBNRM Net) (see above).
